Seriously though, we discuss this stuff to death every week. Would be a good idea to hit the search function on the Pilot and JTL forums and query "pvp and damage" or something similar.
The issue is the current state of overload commands and Cap to Shield Shunt. As soon as we see WO3 being fixed, fights will last quite a bit longer, for a variety of reasons.

Neverending fights are not exciting. They are neverending.
There simply is no way to land the number of hits needed to destroy an NPC on a player who knows what they are doing. Any time their shields did get hit, they'd get out of your line of vision and cap to shield shunt, rendering any damage you did non-existant. The fight would simply never end until someone got bored with it, or screwed up to an insane degree.
In response to this, I agree that neverending fights aren't exciting. But then I never said that the fights should be neverending, they simply need to last longer. Perhaps there is no getting around the fact that the NPCs will always need stronger armor and shields to compensate for their A.I., but that doesn't mean the players' armor and shields can't be kicked up a notch. If I were the one in charge of balancing the whole thing, I would do this--make the NPC weapons stronger, and the player armor and shields stronger. This way the PvE experience would remain unchanged but at the same time PvP would last longer. If some space specials need to be nerfed to disallow recharging shields ad infinitum, so be it.

I'm guessing you don't pvp much. I don't mean that as an attack...as it stands right now, pvp fights with the new ships and equipment are starting to last too long. A dogfight is not about taking hits, it's about manuevering and how well you fly. And good pilots plus unbalanced ships mean that most fights right now drag on forever, even against subpar opponents. A 10 minute dogfight is not fun after the third or fourth time that night.
PVE feels pretty balanced, although some of the new ships/equipment are too powerful (we really needa Tier 6 opponent, whatcha think?). PVP is also balanced for what it is, and upping the survival time of players, even if you nerf cap to shield shunt, would really, really suck.
Beyond that, I'd point you to the other endless, repetitive threads discussing the exact same thing, including the balance between pvp and pve ships.

The conclusion that all these flame-fests come to is that nothing should be changed until WO3 is fixed. That'll cause a domino effect with every other component in the ship, because of higher energy drain on the capacitor. Most of my ships can handle WO2 just fine, I know from grinding experiences. And I'll bet a balanced WO3 would run fine too, with some possible slight juggling of components. Either way, you're still getting very few shots at a decent player, so upping the number of shots a PC ship can take is not a good answer.
End result is that fights will last longer, either because people aren't running WO3, or because you are running WO3 but can't spam shots continuously (which means less hits overall).
I never said that upping the number of shots we can take was a good thing
