They CAN however, use Flight Computers, which are just as good for that particular purpose.

Yes, I wish they would choose a different color. But, to answer your question, it means it is successfully loaded.

Two things to consider here:
a) you cannot get the dealer to exchange a blueprint for a deed if you aren't certed for that ship yourself afaik
b) If shipwrights would do turn in their blueprints for deeds you would have to expect to pay the price for the blueprint (Shipwrights use a big amount of ressources for making the blueprints, yes it's wierdly designed but that's how it is) plus the price payed at the chassis dealer and most likely an extra fee for the extra "hassle" of transferring the blueprint to a deed. At the end of the day you'd pay at least the same or even more for the ready deed

Not many people buy Tier 1 ships so it could have just been someone that was trying to get whatever credits they could by selling the deed after they were certified for something better. Other people might be using higher quality materials and then others might just be trying to pull a fast one on newb pilots. It all depends on the Shipwright....they can make all ships but they can only get one faction type deeded themselves. It is just one of those things.
I would suggest making friends with a shipwright of your same faction and that might increase your chances of getting a deed rather than a blueprint. It would be a good idea to befriend a shipwright not only for that but also to get components RE'd and have a constant source of higher cert components as you advance.
