Without using looted or pre-CU subcomponents, you will be hard pressed to get much over 1200 power and about 20 charges.
I believe those threshholds can both be exceeded, but I don't think 1250/25 is possible.
With loot and pre-CU subcomponents, the sky is the limit (I think I say 1600 power and I would think 2000 would be possible with legendary loots).
Shipwright was a Novice profession that used 77 skill points to master and had all the chassis and basic components (and a nasty RE xp tree)
Starfighter Engineer was an Elite profession needing Master Shipwright and needed 63 skillpoints to master (and so needed 140sp total) and had the elite components spread through it.
The details first emerged back at a ComicCon and screenshots of the skill trees were posted around that time (before Beta started) but once Beta was started the devs decided to merge the professions and shift it all to Engineering 4 as a pre-req as SE was a fairly thin profession.
