There is more than one of them, I cant remember which systems I've seen them in though.
The NPC ships surrounding them were called "Mine protectors" or something similar, so one of them must be a mine, those engines might actually be large drills or some kind of extractor... Armageddon was on over the holidays, god thats an awful movie...

Have seen this one in Yavin IV several times. There is also a large "rock" that doesn't have any "attachments" in the Dantooine system. Happens to be near some random spawn points so I use it to run hit and fade attacks....go out smash a couple of ships...fade back to the rock recharge shields. Have actually done a "chase the tiger" around it a couple of time with an NPC ship. Wish these "things" actually did something other then like cool.

To give a realistic answer...
My best estimate is that theAsteroidhas been rigged for transport to a mining facility for ore extraction. Instead of bringing the extractors to the asteroid why not just bring the asteroid to the extractor.
That or...
The Asteroid is being rigged as an orbital bombardment weapon. Nothing says threat like a plummeting Megaton Space Rock...
