Instead, a vendor works just like the bazaar for the most part. You place an item for sale on the vendor and people access it to buy the stuff you put on it. The differences are....:

1) You pay maintenance on the vendor just like you would for a harvester or your house. You don't pay a fee per item...yet.
2) You have to have a house to place a vendor. On the radial menu for the House datapad is a tab for create vendor. Once created, you place it by dropping it from your inventory somewhere in your house. Once you have it placed just so, you initialize it. Once initialized, you can't move it.
3) There is a Storeroom. This is where items that don't sell go after 7 days. It is just like the "Available items" tab on the Bazaar. Do NOT use this to cheat the "items per house" rule, as items left here tend to disappear...
4) The addition of an "Offers" tab. Here, people can use your vendor to offer to sell you something. I like this option because it allows me to be elsewhere when my suppliers have things ready to sell to me and allows me to purchase them when I have the available credits, plus we don't have that nasty 5% bank transaction fee to worry about.

Or can I drop the Business3 skill to free up Skill Points & continue to use the vendor ?
nope if you drop the vendor skillyou lose ownership of it and therefore the ability to commands its functions.
It eventually runs out of maintenance and stops functioning all together.
If you want to keep your vendor you cant give up the skill.
