Do you know what his name is? I can only see two people and neither are him, a politician trainer, and an imperial coordinator, who only asks me if I want to resign from the navy?

Yes it does, most padawans use it when they grind because they miss so much at low level

Or if you've got some cash (roughly 125-150 credits/FP), you can go to your neighborhood smuggler, who I'm sure will be happy to boost you up to positive standing as fast as you can pay him.

Not entirely sure this would work, but its an idea.
If an imperial pilot goes space overt he earns faction points for killing Rebel npcs.
If he is the captain of a multiplayer (even a 2 seater) ship, the faction points get divided among the crew.
The part I'm not sure of is if non imperials on the crew get the fps.
Anyway, my suggestion would be to try and get a job as a gunner on a Decimator with an Imp captain willing to go overt in his MP ship and faction farm
If you can find such a pilot, then that would be the fastest way to get the faction you need, apart from paying a smuggler.

I'd ask for a gunner seat in a TIE agressor. Easier to get than a decimator going overt, and the FPs would only get divided by 2.
