This has already been accomplished with houses and dungeons. Ever notice that it takes a few seconds for the interior of a house to load, it's because your client doesn't load all that data until it needs it.

I've seen things going for quite a pretty penny, but I think it generally is sold at a base cost per faction point per item type deal...

I've just returned after a long break but now, when I go to my recruiter and ask about buying any perks I'm not given _any_ options. I always receive a message like "we don't have any of that at this time".
Is this normal now-a-daysor how do I get it fixed?

In my mind JtL sorely lacks content and good ships to PvP with and/or defend. My suggestion is to add Faction ships that are slightly larger than our multi-passenger ships we have now. These ships would have more turrets and be able to accomodate a larger crew. Some of the ships I can suggest off the top of my head are as follow
The Star Galleon
The Strike Cruiser
The Corellian Corvette
The Maruader Corvette
The Nuetron Star-Class Bulk Cruiser
and The Corellian Gunship
The Gunboat
I suggest these ships to give Players the ability to have small capital ships rather than the Calamari Cruisers or Imperial Star Destroyers that will most likely never be added. These small capital ships would give the game a bit more content in the PvP aspect since you would be able to have Smaller Capital ships duke it out as the fighters tangle with each other just like in most peoples favorite Star Wars flight sims. These are my thoughtsany constructive criticism is welcomed. I've not Ironed out all the details in my mind as it is 5:30 AM here but as soon as I have they will be posted.

Its a novel idea but giving players a capital ship may not be feasible. The Gunboat whether the ones shown in JTL or the Xwing/TIE fighter games would be acceptable. I agree in having larger crews but Star Galleons, Corvette's, and the Corellian Gunships are beyond what I believe should be at the hands of a player. Frieghter size vessels should be the limit to player use. Then again I'd like to see the current multiplayer vessels be a little morehardy in the PvP setting, well at least the Imperial/Rebel Vessels since they are military vessels. I don't know how much the 25% pvp reduction helps but before those ships could be out in 1 or 2 shots.
I will say one thing the Space area needs a little more diversity. You don't see as much Star Wars vessels in the game. I've seen 1 Gallofree transport in the entire game. The Nebulon-B Frigate which was used by both sides only has one representative sitting outside the Endor Space station. Its not targetable and covered with rebel fighters. Why a Rebel Capital ship is doing over the future site of the Death Star II construction area provides more questions then I want to share. why not put a few more vessels in space for atmoshere? if the fear of killing novice pilots is a worry make them like the frigate in Endor's orbit, unattackable and unable to interact besides sit there and look pretty, maybe patrol around. Or better yet take the place of the goofy looking spacestations. Rebels could declare at a Nebulon B or something smaller while Imperials could declare at a Victory Stardestroyer or Interdictor, maybe a smaller vessel. A rebel Spacestation just seems a little silly to employ if they are suppose to be always kept in hiding.
Just my take on it.

Nice idea but how many is a few. Should you be able to see one almost at all times no matter where you are? Lets not start a Space Race to more Lag. Different ships, sure just don't increase the number already in space.

I was hinting towards removing some of the elements that don't really belong and replacing it. put a static ship like the Nebulon-B Frigate from endor as the replacement for the rebel station to declare and doing the same for the Imperial ones. There is no need for Rebels to have a Spacestation as they are on the move constantly. Also switching the frieghters that are in the game with more Star wars representatives. not trying to increase the lag just offer an alternative.

Costs vary from planet to planet depending on who is in control. For example Corellia is dominated by rebels so rebel faction items are really cheap.
