reactor overload will not recharge your capacitor any faster then the capacitor normally recharges. It just adds to the energy pool. To have a faster recharge on capacitors you will need to get a higher recharge rate capacitor.

All programs are tradeable as intended. Get unprogram chips and trade your reinforce shields programs to a privateer, for his reactor overload. Beware of the draw backs, slight cost to condition of what components you overload. Check the manual for the complete programs, and what type of pilots got em. I found a few on the bazaar also.

The technical term for this is "systems balancing", prior to release. After release, it's still balancing, but changes can be considered nerfs or enhancements.

Probably the biggest use the overload commands have is to run the other pilot profession droid commands. I usually don't run into having my reactor not having enough power to run my componets. I've used it the most for running the other droid programs.
