This is the part I have a problem with. Ok, people can fly around in any ship and can conceivably be unknown faction, but attacking NPC Faction ships and having nothing to be able to do about it is wrong.
I think you're right. it would seem you could safely assume people are neutral because you will never really know. I wouldn't mind getting a TEF in space at least there the PVP is presumably better. But if you don't like it go overt all the time...its not like all of us run around looking for TEF'ed players to kill now days hell PVP is like extinct at this point. At any rate JTLS is gonna be fun TEF Or no TEF. SO i say we get used to it and if we find that having TEF's in space would improve its immersion then we should all band together and petition for TEF's.

Some ships that you fly in the rebel or imperial trees withh make you overt.
For example.
Covert Imperial goes to starport and flies off in his tie fighter. he will be overt in space.
covert rebel goes to starport and flies off in his A-Wing. He will be overt in space.
I have not seen the full list, and I doubt one has been made public on which faction ships will amke you overt.
I also hear rumors that the privateer line may allow the use of X and Y wings.

#2 From the way I took it, TEFs will work like they do on the ground. Covert Rebel/Imperials are covert no matter what craft they are flying until they attack an NPC of the opposite faction. Then they gain a TEF where anyone of the opposite faction can attack and kill them.

#3 Covert Rebels/Imps can fly a non factioned ship and not be open to PvP and participate in PvE content without fear of being ganked
But flying a factioned ship would give you a permanent TEF while in the Factioned craft.
Personally I like #3 but I can live with #2.

I've never seen a post from the devs that said "The focus of JTL is for factional PvP. PvE is an afterthought." In fact, the entire progression of skills in JTL is quest-based, hence PvE. There are special areas set aside for PvP.

I thought this too until the recent post by TH. What it appears is happening is that these ships make you overt towards NPCs but not other Players. A small, but important difference.

Beginning around June 28th, both the Empire and the Rebellion will have dispatched public relations officers to answer questions and to promote their faction's vision of the holiday. If you are Imperial or Neutral, you can find the Imperial Public Relations Officer at Nashal, Talus at waypoint 4311, 5187. He'll be happy to tell you more.
If you lean more towards the Rebellion, or are Neutral, you can shuttle to the Cantina in Anchorhead. Ask around until you find someone willing to tell you the truth of this fateful day.
Whichever path you choose, a small adventure will follow. While no combat is required, you may have to travel to some dangerous places, but if you travel cautiously you should be alright. See it to the end and you will receive a token of appreciation for your services. If you pay attention and play your cards correctly and you might be able to acquire two mementos.
These faction "spokesbeings" will appear in Nashal and Anchorhead with the launch of publish 19 (around June 28th ) and remain until July 11 th to give everyone a chance to participate.
How can this be? The patch is still full of 5 million bugs.

Yep like I said before, expect to see many Tuesday hotfixes for weeks to come.
