To RE a part, or Reverse Enginner, you take the best stats of ALL the parts, and it's combined with the final resulting part. If you have 4 lvl 4 capacitors, and they all have a RE lvl of 4; they can be combined into one lvl 4 part with all the best stats... and a bonus!
You may have seen some looted parts with really lousy stats. Check ALL the stats, though.
Lets say you have looted a cap with a HUGE mass and good recharge, a cap with bad recharge but good reactor drain, and a cap with high armor, but bad everything else...
When combined, you have the result of ONE cap with all the best stats of all of these parts...with an additional bonus to the stats, provided by the Shipwright!
