Well DS2 could have had most of the work done in the maw it could have been moved to endor so they could trap the rebel fleet better.

I would think construction on the second death star had started before the first one was blown to bits. What better then an ultimate weapon, then two ultimate weapons! I mean The United states and Russia, didn't just build one nuclear bomb, we built enough to blow each other up like 20 times over.
