Mine as well. I believe it is zone related, much like entering a house. I have noticed that ships I should be able to target do not have a target lead indicator, they are in range, but ship systems only see the target, not its distance. However, moving closer to the target till almost on it causes the aforementioned speedbump, and target now has a TLI. It is particularly annoying in large dogfights, when fighting over 4 opponents, as chasing them around causes many of these bumps, due to IMO the crossing of zonelines, or some sort of boundary.

This happens because of lag. I think it happens to pretty much everyone. Though I've noticed that when I got more RAM in my computer, this happend less. But maybe that's just me.

You know, that makes absolutely no sense whatsoever. I've seen lag in many forms, and this isn't it. If it was, no amount of ram in your computer would make a lick of difference. I have a 3 MBit connection, and over 1 GB of RAM. If that's not enough to play JTL then somebody needs to start firing developers.

Lag does not reset your speed.
This is not lag.
Ever been on your speeder and hit lag? It doesn't reset your speed. It makes you jump backwards to a previous spot. Either that or everything gets choppy and slows down.
None of this happens here.
The actual SPEED resets.
Hence, not lag.
