Yeah.. I'm not trying to sound rude, but there are actually a lot of posts like this one.

It is in the faq as well in the sticky's at the top. Again.. I'm not flaming, I'm just saying... I think i've read about 3 of these from yesterday to today...

Is it possible to make all clothes with 4 socets? or is the cap lower on some clothes?

i believe all items can get 4 sockets, but sockets on skirts don't work, and neither do ones on backpacks.

also, Jewelry cannot get sockets.

If it can have sockets (there are a few pieces of clothing that can't) it can have four sockets. Remember that artisan clothing uses artisan "experimentation", however so if you are a master tailor but do not have any of the engineering line from artisan you will not get 4 sockets out of the clothing in the domestic arts tree.
