i was having difficulty completing one of the missions for the guy at the emporers retreat so i decided id go and earn some points and go up another skill and use a better ship etc, so i got the xp but the guy at the emporers retreat doesnt give me the option to learn a new skill, is there somewhere else i have to go?

You have to complete the mission he gives, before you can learn another skill

So i trained up 1111 pilot, went to lok to get my next, got all my xp, went back to get trained, she just opffered me more missions...any ideas?

Couple possibilities.
First, do you have any other space missions in your datapad? Those tend to confuse the trainers into thinking you haven't completed their mission even when you have.
If that's not it, try getting your trainer to give you a full briefing. The training option should come up when he's giving you a list of all the possible missions you can take.
I bet it's one of those two, but if not, let us know and we'll see what else we can come up with.

Nope, no missions, i have been and done a few since i maxed aswell.
full breifing? i click converse with my trainer and my options are "Do you have any missions i can fly" or "stop conversing"
It's not any of those...i am letting you know, what else can you come up with?

Choose the "do you have any missions I can fly" option and follow it to the end. Bet a training option will be there once you get a list of missions.

nope, i can either steel a ship, guide some smugglers, or take down ties....i tryed the last 2, haven't done hte ship yet...but they are Duty missions...they will never end, should i steal the ship to try and see if i can train after that?

There are 2 trainers in the Yavin IV labor outpost, for 2 different rebel squadrons. Try the other one in the other building.
