While I like your idea I just have one concern. If the pearl is to be granted by way of a timed quest (only done once per x amount of weeks or whatever) then I would hope the tuning of that pearl would be drastically better than tunes are currently at (good tune vs. bad tune). If I was to put in time and effort on said quest the reward would have to be worth more than avery slim chance of tuning worth keeping. The group incentive is also cool idea to get people to help.
well, since tuning is random, each and every Jedi CAN get 4 of these pearls, you just have to tune a few thousand to get em now. A lot has to due with luck too. I got 2 pearls to tune at 90dmg out of the first 5 I bought. Certainly these aren't capped for dmg/fc, but it's damn good compared to what other posters are reporting. My saber is in the high 500's w/ 96 SAC (can't remember FC) and I've only gone through 15 crystals (12 fair from the Cayon Corsair POI), and 5 good pearls I bought from an auction. I hope my luck holds up.
But, again, the capped pearls still exist, just you have to get a "good" pearl and hope the game rolls in your favor. What you will probably never get again is the Premium, Flawless, etc that gave you much better odds on this "roll".

Did you happen to notice though, I think it was ThunderHeart that said in the Stratics Dev Chat, that jedi with the perfect tuned premium/flawless pearls will get to keep them during the interim, while the devs work out a new system for implementing higher quality pearl drops......they get to keep them during the interim?!......this would seem to imply that they may either take them away, or as I suspect nerf all pearls into oblivion, as they have with many things in this profession. The rate at which Jedi are being powered down is infuriating, especially in light of the powering up of the rival class, the Bounty Hunters.
I firmly believe SOE's intention is to make the Jedi class the least desirable class in the game. They will never remove the class or stop players from pursuing Jedi, but the fact is many classes are equally as powerful if not more so than Jedi. There is currently so much Jedi hate in the game that I think the dev's are listening to them, and tansforming Jedi into a non-viable, asthetic character class.I know with each publish, I have a harder time doing things I was doing without trouble the publish before.
