There's your mistake. Anything that can be used to grief, will. /citywarn is a perfect example, looked great on paper and in testing, didn't survive two weeks once the general populace got it.
Would you happen to know any of the mayors were Jedi?
Doesn't matter. When you deal with a sufficiently large population, you can view trends without regard to individual variances. The statement "Anything that can be used to grief, will" is based upon my experiences if MMORPGs since Meridian 59, RPGs since 1973, and by observation of people in all forms of competition.
If they put in something that can be used to grief, you canput money on people that enjoy a grief playstyle doing whatever they have to do to get into a position to use it for grief.
