They sure do. There was a guy who robbed the Alameda County Courthouse about 10 years back (as in the window that collects fines and is located RIGHT next to the courtrooms).

He hands the teller a note saying, "I have a gub (sic)." The teller feigns ignorance of his request and stalls him long enough for a baliff in the courtroom next door to come apprehend the culprit.

This is far more stupid than hacking a server. LOL

I have not experienced this lag at a bounty hunter's initial attack but I know someone that has come across it and the bounty hunter was a known speed hacker from before the CURB, so don't rule out third party applications. I would report said player.

i have not experienced this, but something that i have which is not entirely related to bh is the rubber banding that happens because of the cm move paralize. i've had this happen repetedly during a duel with a bh/cm were i had virtualy no lag and the duel was in theed ofcourse but every time he would apply paralize to me the moment i could run like hell towards him i would keep rubber banding twice to the same spot i had been paralized.

thats the only thing i know right now but i must say that it's a pain and that it gives the bh a few more shots on you before you can start attacking him.
