I however would suggest that there are plenty of NPC's that could make survival of a Jedi in a city environment a difficult thing and doesn't required PvP.
PvP in itself is not inherent to the story line.

See though, thats the thing that alot of people never realized when they bought this game, it was supposed to centralize around the galactic civil war.... And the primary focus of this game was PVP. But they failed to properly promote the GCW, with a good PVP system, any decent reward for participating in the GCW. Not to mention they needed to have clear cut evolving objectives for each of the factions to accomplish... Given the mix of the greater number of people who dont really want to PVP, and the faults in the PVP system, the Development team as anyone that played EQ can see, is slowly turning SWG into nothing more then EQ in space... In fact it wouldnt surprise me to see them eventually remove the automatic saber/force specials TEF and giveJedi the same rules to follow as any other Covert faction member.. And actually iwont be surprised whentheyeventually remove the Jedi bounty missions.

I think basing so much of SWG around PvP and the GCW was a big mistake for SOE. They tried to use that as a substitue for real content.
They are now scrambling to add new dungeons, rewards for theme parks, etc as they are seeing those same astromech statistics they show us every few months, and they are realizing that even after 8 months since launch, an overwhelming 75% of their player base is still neutral, and only a small percent of those in factions are overt at any given time.
I don't enjoy PvP personally, and I dont plan on ever engaging in PvP with my Jedi. It's just not fun, never was fun in UO, and never will be fun in my opinion.
I do think that all Jedi initiates should begin neutral, becasue this would solve the "newbie" pk'ing, the huge problems imp players have with a rebel jedi in their Imp guild, and give those who dont want pvp a choice:
To either settle for staying a weak padawan and hunt PVE forever like that, or to move on and choose Imp or Reb, and gain greater risk but much greater rewards.
Even though I dont enjoy PvP, I admit that I would choose to risk the higher level Jedi skills most likely, in orderr to gain rewards that come with the risk.

As far as the "Everyone's out to get me" part, *shrug* its what I deal with everytime I click the login button. Sure, its gonna suck when the bounty hunters can find us quickly, but oh well. Keep spices hotkeyed and ALWAYS know your surroundings.
