True, though there are always scenarios that can paint any picture we want, really. I'm sure there are quite a few Jedi without snares or roots, as well.
As for the second point, I'm not "sure" about it.
I'm skeptical in favor of my present opinion, but I wouldn't be "blown away" if I were to find out that it were true. By all means, if you can find some sort of example to show a gross imbalance in favor of the Jedi with an SL buff, I would love to see it.

lol its really easier said then done. i have asked a few people i know who was proberlly in beta (while trying to Discover say the Damage modifier's for rifle's etc)
the point i was going to put across is the damage modifiers for say Snipershot may be clouse to say powerhit and as others have said. "defence vs accuracy really messes up the multipliers
if they are defence 250 > accuracy you always do min damage on the weapon rather then a multipler". and a jedi's Min damage is Quiet high in its self.
