I'm not sure how Valor decreases your damage output. I don't see it. I swing my saber against BH's with and with out Valor on and there is no difference in the damage I hit for. Their _may_ be an ever so slight snare, but its so slight that to prove it I would almost have to run a known distance and drop time stamped wp's and calculate velocity.
As for it sucking up your force. Not so much of that either. I can literally run Valor, Aura, and Infuse (all advanced versions) all day long and be at 100% force.
Block is effective for both range and melee attacks, I have gone to using Valor as opposed to Aura (longer duration on Valor) for day to day play. The biggest down side to Valor is that it is too graphically pretty. My screen just about washes out when it activates.
Unfortuatnely, I do not have Force Armor so I cannot offer meaningful advice about how these compair to it.

regular valor has a dam reduction, but improved does not as far as I know.
