Highly doubtful this has any major significance or significance at all.
This would only reward the first players on the servers, as they are the only ones that would have had the time to rise through the ranks and and train the vast majorityunder them. It has been stated that anyone and everyone has the oppourtunity to unlock an FS slot, it is just different for each player, and very hard, and many never will, but everyone has the oppourtunity.
Nowlets take the example ofa player who starts on a server that has been mature for a month or more, has very few people lower skilled than them to train, but manages find the few others lower skilled to train so that he/she can get to master the proffesionhe/she wants, and continues to happily play for many months to come.
If apprenticeship xp was a key in this as much as has been theorised in this thread, then this player and every other player like them that was not in the first bunch, would never have the oppourtunity to unlock FS, nadda, zip. And that goes against what has been stated about the ability to unlock FS.

I have no doubt that this is one of the flags required to activate the FS slot. I can't go into detail on these forums, but it's been comfirmed by a credible source for all to see, It just took me awhile to catch it. As far as the other flags required, I'm at a loss. I can only guess. But I'm glad t see someone else has finally thought of this.
