Find the highest conductivity copper you can get your hands on. Most servers have copper with conductivity above 990 at this point. That should get you above 14.0. Although, this is assuming you have enough skill to experiement the thing (I'm not sure which tree controls lightsaber tool experiementation)

There was a complete guide to building new lightsabers on the board, probably got lost somewhere on page 2 or 3 though.

Are you standing near a weapon crafting station that you have access to?

Yes you need to be by a crafting station. Even stand by a really good one if you have a crafter buddy, like a 45.0 station.
I crafted my lightsabers next to one of those and spent all my experimentation points into effectiveness and not damage. I got all great success on the experiments and was able to get a 3rd gen one hand saber to a base fc of 16 using all the best resources available. The other stats were considerably good, but imo the fc is the most important thing. Who cares how hard you are hittin if you are out of force.

the ones in the city dont work you want to use one in a player city or buy your own to get it to work right.

I have been hearing a lot of different opinions on sabers and I don't want to waste what few resources I have so I'm coming here to hopefully get some answers about "caps" for efficientcy and damage. I'm master saber, I put all my points on a grinder into efficientcy then made a pvp saber and threw all my points into damage. When I did it in complete reverse the force cost was 49 instead of 50. All those extra boxes into efficientcy only gave me 1 less base force cost on my saber. Is there a specific way to get the most out of your saber? Please explain to me how to properly construct a pvp saber
