not exactly since your "cloaking" yourself with force. if youre invisible...your invisible in all cases. it makes sense as it stands now.
In halo 2 if i get camo i become invisible to all players whether theyre rank 3 or 30
dont know if that really adds to the arguement but i felt like saying it because i like halo 2 lol

The only reason people want cloak nerfed is because they can't stand it when an enemy escapes and they can't pwnzor them. Well, that and the occasional group of 6 cloakers who surround you when you're overt anddecloak. 
Don't travel alone if you're overt... you never know when you're gonna get ganked.lol
