Well, actually there are 2available+20 tools for each phase. one is for the overall winner forQuality and for Quantity
Well, when i did my quests for the +20 tools i only narrowly won by a very small margin both times, it just depends how dedicate the crafters that your competing with are.
Imade the mistake of making items from different categorys and submitting them. (this really hurts your "Overall Quality" statistics).I cant remember off hand which componentyeilded the best results for quality. (i'll update it if ifindmy notesi wrote at home about it). So.. the only way i was going to get my tool was to submit a bucket load of components. at that point, i thought i'd sit back and see how other crafters submit items, i could see a couple crafters submitting ALOT of parts. idid not submit mine tilljust before the reboot before the next phase was due so i knew exactly how many i needed to submit. i remember i had to submit 53 in order to beat the current winner. That works out to roughly 1060 units of aurillian resources i had to use to win.
To win the overall Quality category, i'd suggest crafting at least generation 3 or 4 crafted components to raise the quality (of course this depends alot on what your competition is like. so hold off this near the end of the phase to craft/submit your components, as you may have little competition).

i have and have used both of these tools (+20 uses on both) still got 4 uses on my experiment one and 12 on my assembly one
what these do is
give gaurenteed critical sucesses - im a long time crafter - the feedback spam from these claims that they give amazing successes every time - however from looking at the % gained on the bars when i use my experiment one... i def got a critical sucess (+1% over an amazing per point used)
the other + about these tools is since they are guarenteed critical - you dont need a buff - you dont need a research center etc - as this makes no difference.
as for cost - virtually priceless - 2x 20 use tools are given out each phase 2 or 3 along with a handful of 5 use tools for runners up in the coontests - to get these rewards you dont just have to complete the phases crafting unlock YOU have to "wim" it by submitting the best or the most components
