I have been observing the download-speeds from my firewall.
They are jumpy at best, and generally very low.
At the moment, Im pulling 25 KB/s, at some points its at 2 KB/s and (very rarely) above 100 KB/s.
So I conclude that the servers are simply swamped at the moment. :-P

Don't forget, you are ALSO downloading the ToOW content ALONG with Pub 24.
WHY? I dont want that crap!
Well, I reckon that there was a mass exodus of paying accounts, and the rusultant cash flow as forced them to use those old modems. You know the ones where you took the reciever from your phone and placed it in the two holes. What were they 640 baud?
All joking aside, I have noticed that more and more of this game is being run client side. One of the biggest things I see is the damage numbers. Pre CU they would be random, you would hack away at a lair and see numbers like 2705, 1684, 2218, 1799, etc. Now it is alwyas the same, figured from the average of your chosen wepon, and just reported to the server. The server doesn't have to figure out a random number in a certain range, and your client gets more workload. I truly believe this is the reason the CU is so slow in combat, to save computing cycles on the server.
All this is to say, more client workload = bigger client software and longer downloads because people can't get it and get off the line as quickly.
10 min for me at 4mb, but your download speed does not matter. What matters is
1) Upload speed max of the patch server
2) Total band with used on the patch server(s). The more people getting the patch at the same time the longer it will take
