You are probably a lot closer to being right than anyone elses ideas for the new FRS. We all know how Sony loves a good grind.
I was not in the FRS butit's not hard to see potential problems in this game.First of all, we don't know what the new FRS will be like. SOE's track record shows that anytime they do a revamp, 90% of all the old stuff gets thrown out the window, 5% get's modified and the other 5% stays the same.
Second of all, Cloak is an ability that would cause problems in the FRS due to the fact that you are invulnerable while under it and you can initiate attack anytime you want without much risk. If the new FRS still forces jedi to be perma-overt, then cloak will be the equivalent of a first strike ability. However, what makes the first strike ability much worse for jedi than it is for BH's is the fact that with the right template, a jedi getting a first strike ability can basically dominate against a perma-overt jedi.
The only counter to perma-overt jedi would be for perma-overt jedi who don't have cloak to walk around fully buffed and prepared to PVP at a moments instance and stay that way 100% of the time due to the fact that a jedi could uncloak and nearly dominate you if they know what they are doing. Therefore, cloaking and perma-overt jedi is a bad combination for the FRS.
The must be some new rules for the FRS that will not allow cloakers to use cloak in this manner.
One of my idea's I wrote in another post is to change cloak so that it has to make skill checks before you can successfully use it. It's a mind-trick and mind-tricks are said to only work on the weak minded. Therefore,no mind-trick has ever been or should not everhave a 100% chance to work. Cloak is a mind-trick and having the chance that your cloak can fail at anytime would be enough to keep people from consistantly using it as a first strike ability. Some other measures can certainly be added also to make sure the FRS isn't messed up by cloaking. Just be happy the devs don't do more to it than what they are doing. For instance, they could have put a longer cooldown timer on it or have it use 50% of your remaining force bar.
As far as the new FRS system goes.....although I wasn't in the old one, I have never agreed that any player should be forced to be perma-overt. In the old system there was a reason to have that which one of them was that jedi was so much more powerful than normal professions.
In CU however, jedi are so much closer to normal professions that forcing them to perma-overt simply makes it grieving tool for anyone who goes special forces if perma-overt jedi are even attackable by anyone outsided the FRS. They would have to be though in order to participate and enjoy the rest of the game. Otherwise, there is no purpose in being forced to be rebel or imperial.
Jedi is no longer a profession that can take on 5 normal professions and win easily, therefore, I don't see the devs forcing perma-overt on jedi anymore. In my opinion, forcing jedi to be perma-overt in CU should also mean that any player who goes rebel or imperial should also be forced perma-overt. Otherwise if your a rebel who can be hide your faction affiliation from imperial npc's, then why can't a jedi (who is much more adept at hiding than anyone) do the same thing.
The "jedi is a pvp profession" argument doesn't hold water anymore. The system has changed and so should the old rules of the FRS. The devs are totally revamping it and there is no reason to believe it will even stay 50% similar. I expect a whole new FRS system which would not penalize jedi from enjoying the rest of the game at their own leisure.
One reason I made the decision to never become a knight in the old system was the perma-overt thing. If I log on and only have an hour to play the game before I have to go to work, pick my kids up from school, run other errands, etc. Then I may want to log on "with my jedi" because I enjoy playing a jedi for other purposes and not have to worry about someone wanting to kill me for FRS points when all I want to do for the moment is be off in the far corners of tattooine/lok fighting a krayt or kimo and I'm not in the mood to PVP. Especially since now the PVP fights can last more than 30 minutes. That has always been a game mechanic that I have never agreed on. No player, regardless of what professions they are should be forced to play against or with another player at any time other than when you choose to.
My main thing is that I want to have control of when I have to fight another player, not be forced to. That's because in the times I'm not in the mood to fight another player, I'm mostly not gonna be functioning at full thinking capacity. Heck I may even be tired and just want to take it easy while playing and enjoying what the rest of the game has to offer, but do it as a jedi, not may crafter alt even though she is a pistoleer also, but only CL54. IN those times because I would be perma-overt, any jedi could come along (possibly using cloak as a surprise first strike attack) and odds are I'm gonna lose. Despite what people think, you can't walk around buffed 100% of the time and most likely if another jedi is seeking a pvp fight, they will come buffed and you know what that means when you don't have at least your mind or action pool buffed.
Overall, I hope to see the FRS completely changed from the old system. I don't want to see anything from the old system make it into the new system and still operates the same. Otherwise, I won't be going into the FRS, but at the same time, since I would be force to make such a choice, then a jeid in the FRS should not get so powerful that they can do more in PVE than I can. The power jedi get in the FRS should be for PVP purposes only so as not to get an incredible advantage over non-FRS jedi and normal professions in PVE.
However, you look at it though, force cloak was destined to be changed as a few other abilities and professions will see before the FRS goes live. I expect Healer to see the next major jedi change also because it's more broken than powers are.
In the end, for me at least, playing this game is about fun and enjoying it how I like to enjoy it but have the same opportunities as most. Perma-overt is simply a small form of segregation and that is not good for any kind of community. If the devs can't make a FRS where it won't totally alter the gameplay of all professions, then we don't need a FRS at all.

Currently, Force Cloak is considered to be a mind-trick
since jedi cant be mind tricked all jedi should be abel to see a cloaked player -> problem solved
or higer rang jedi than the jedi that use cloak can see the lower one cloaked same like in wow with the rouge cloakskill
So according to the movies then every jedi council member was weak minded. I don't get your point on how cloak being a mind-trick should affect how it works.

hm did i missed something no jedi/sith have ever used a mind trick to another jedi/sith
but because you named the councl palpatine didnt use mind tricks he put his force on a very low level so low that noone notice him
he didnt run into the council room saying hey guys i am not here /moves his hand and all say hm he is not here
and obi sayed in episode 4 that the mind trick only works on week minded ppl

Why is it so powerful? It's the only high-chance escape skill (and it's gonna be nerfed anyway), why make everyone go mpowers to have this?

I know I do and this would be a mess in about 5 minutes.
They still need to tweak it more or this will get so bad it will get nerfed completly.

After cloak, they will move on to nerfing stasis. It's the next undefendable skill. Same thing happened after Pub-9.
