in the launchpad choose game options, and turn everything you can find to low detail...
Actually, first, in fact, there's an issue with some cards and the vertex shading, try disabling that off before everything else.. For some people it just snafu's some systems

I had this same issue a few months ago. make sure everything is shutdown except for swg and poss voice software. if that still doesnt cure your lag problem, try uninstalling and reinstalling swg. I know in my case. McAfee did not like swg and would cause horid lag problems. I just make sure it is shut down now. however I have noticed a big diff in speed once I reinstall and get fresh updates, not sure if I was just getting bad updates or what. but it helped in my case. hope these help ya out... gl

try with a DSL modem, some data could be getting lost and causing the 200ping, and graphic lag due to the connection not sending data or receiving it frequent enough?

Dont get me wrong mate, I am not being funny, I am just trying to help. All I am saying is this could be something todo with it mate, Try changing all the graphic settings in the launchpad like the previous guy said, and set it to LOW.
Good luck with this my friend.
