I just looted this off of one of the( galaxys most wanted )
have you ever seen this before?

Those things just improve certain skills for a short amount of time. They aren't that new.

Jesus i check the forums everyday and play everyday and have never seen this.

Lol, in my house I have a display of almost every type. There are over 10, that for 5 minutes improve accuracy or speed with a certain weapon type, or random stuff like mask scent. Check your bazaar under Misc items-> Generic items, I think.

If you have them hotbared, they won't work, know this from personal expecience, you need to click the stim enhancerin your inventory and select use. This should result in a system message saying 'you feel enhanced' and a icon in your buffs window. If it's laggy you might have to do it a couple of times but afaik, you won't loose any more charges on the stim.

you can hot bar them, but they only work if they are in you inventory not in a container

These are insanly high drops on tatooine off valarian and jabba thugs...they onyl sell for 1k on starsider

I think they may be bugged right now, I noticed lately that I can't use them. Had a pistol speed and accuracy ones. Couldnt use either.

I sell them for like 1k ea on my loot vendor. Easy to get on Naboo.
