Does it actually make the item immune to decay, or does it simply lower the decay rate?
Please tell me it is the latter.

you can use it on anything that is insurable and weapons.
the item is then permantly at that stat level, it will never decay any further.
the worst part about this item is figuring out what to use it on

Theres info on it all over the place.
What do you mean how long? Its forever. Its an anti-decay kit. Meaning it will never decay. Period.
As for uses - no it doesn't count for DOTs, etc. Its just for item decay.

I have a feeling this item is going to cause a lot of problems in the future.

Theoretically you can get 9 Anti-decay kits, and put it on a full suit of 90% composite. At least I hope so.

Negative....
Quote from the Veteran Rewards section:
For The Field Items are limited to a one time choice per item per account. For example once you choose a Self powered harvester you can not choose another. You could choose a Crate of any existing resource (30k), but once you took that, you would not be able to take it again with a future choice. The For the Home and For Fun items can be taken multiple times.

Well as far as being awarded the vet rewards, yes its one per account for the "for the field" options, but they are tradable so players can buy/trade/kill for multiples so yes you CAN get enough to make a set of armor immune to decay. But there needs to be extreme caution taken here as once the combat revamp hits todays favorite weapons/armor will very likely change drastically soooo.... be careful.

Sounds like that once you destroy on item that's using it you get the kit back.
The problems I see is the exceptional weapons. With decay people aren't running around with exceptional t21's that do 15k damage per shot all the time. They will be now.
This is also supposed to be useable on sabers as well, further reducing the need of Jedi to interact or buy things from regular toons.
