I am building a new armor suit and can go as high as +45 to general melee speed, was just wondering if it will be whacked by diminishing returns?

there IS a +25 hard cap on ALL speed and accuracy mods....
diminishing returns refers to the fact that you get a lot less bonus for going from 120 to 140 than you do than going from 20 to 40....that is, that more points gives less bonus per point. But you still have a +25 cap from SEA/BE mods, even if its erroneously displaying more; you still only get abonus for the first 25

I am pretty sure that weapons are included in the +25 cap.

The cap is just for BE/SEA mods.....foods, mod stims, and modded weapons dont count AFAIK
and nobira....post some more detailed results of your testing. What mods were you using? You have a +53 Rifle Speed suit? Or was that bonus including stims and General Ranged Speed too?
in the CU beta, speed capped out usefulness at about 140. At that point, your fastest specials are firing at about the refresh cap anyway.
