What quest do you get it from. Which NPC does it start? trying doing a search but seems the search is down.

Carl is Proton Carbine.
Proton Rifle is yet unknown, rumours say Necrosis tends to drop it, but I can't confirm that.

a friend of mine has it and he says he got it from a quest but cant remember from where

The Proton Rifle is bugged it doesn't fire I've had mine for three days and I keep turning in bug reports everyday!

Gotta love these idiots who come here ASKING FOR HELP about quest rewards people cant find and they dont even bother telling you where they got it from.

thaths odd my friends rifle works just fine, he uses it to kill any npc near him
