it's not loot, it just materializes in your inventory, my guess is, you didn't do the most damage or something like that. and yes you do have to be imp, if you're a rebel, the lightside jedi in the waterfall will give you a similar quest.

Yeah if i remember right on dant. there is a mission you have to and kill a untrained padawan and he drops it or should been awhile since i did the mission. The mission is at a poi there the jedi temple you have to be imp to kill the padawan though.

Oh yeah, I remember that I got to that mission and he was unattackable.. But I thought that one was for the broken sith holo?

Yeah the end reward is that but well its been awhile but he was dropping the padawan braid and you have to be imp to fight him too. Not sure if he still drops it but that is the only place i have seen it come from.

I just did it like maybe a week or two ago. If its the untrained Padawan that dropped the braid he no longer does.
