As far as I know, Corsairs do not drop tapes at the moment, or very rarely.
I must have killed 200 of them , and didnt get any tapes there.
Of course, I always have the worst luck..

A regular corsair (non mission) dropped a +9 arstisan experimentation CA for me the other day.

Right now, all Defense vs ??? are not working due to combat upgrade.

I believe they actually cleaned up the CA/AA loot tables. You can get Jedi skill mod tapes, the defense vs tapes shouldn't be dropping anymore.

Do General Melee Acc and Polearm Acc stack ? Meaning will I gain more speed with both as opposed to just having polearm?

Well they do stack.
But since you said Accuracy has your examples..you wouldn't get more SPEED, but you would hit better.
You can have +25 weapon tape plus +25 general tape.
