There's some on the lesser inhabited planets. Their names are in yellow. "A miner"etc.

It seems impossible to get yourtownsperson faction low enough to get the others to aggro.....

That's my favorite place to get palm fronds/eyes of mesra's. They are very simple and respawn instantly.
