Is it a quest or a random loot drop ?

Random Loot Drop I used to get them off Gungan's but I can't find them nowadays except in other people's homes hehe

Pre-CU you could get them on a little Gungan "island" of sorts outside the city in the center of Naboo (Kaadara or Keren? I forget what it's called.) It was a Gungan shrine with some containers. One of the containers contained the palm frond, if someone else didn't loot it first. Took 10 minutes or so to respawn.

Not sure if any of it is still around after the Loot Revamp or post-CU.

Which commoner? I'd really to get some more. I had heard that before there was a NPC quest you could get to get them.
