The more the speed you have, the faster you'll always be, there is no permenant cap as we knew in the old system. Now theres just diminishing effects. At a certain point, not matter how much speed you get, there will be little to no noticiable difference. I consider this a cap because its so small its barely noticable, but not a cap as we knew in the old system.

Keep in mind that also, that +25 is the most you can get from a mod. You can get +25 rifle speed and +25 general ranged speed, but stacking 2 +25 rifle speeds wont help, only 1 will work for you.
