Here is a screenshot.
He says the bando had four sockets, he dropped a Carbine Accuracy +3, Unarmed Damage +4 CA on it, then someone else dropped a Carbine Accuracy +14, Lightsaber Experimentation 11 CA on it.
He dropped the first one, then someone else dropped another? Is it possible that the game recognizes an individual character or account dropping SEAs? Might have to finda buddy and test that out...

This is either a hoax, or he used an exploit to do this. Either way it doesn't work legitimately in the game. I just did a test to confirm this using my smuggler and jedi.
First, on my smuggler went and purchased a 4 socket Hooded cloak, a Droid Tracking Speed +1 CA, and a Droid Tracking Speed +2 Instrument Assembly +2 CA. Here are the initial screenshots of the items. Cloak,CA 1, CA 2 .
I then applied the CA Droid Tracking Speed +1 to the Hooded Claok. CA 1 added to cloak
Then I switched to my Jedi and picked up the cloak and the second CA. Cloak , CA
I then applied the second CA with Droid Tracking Speed +2 to the cloak and they DID NOT stack and in fact 3 of the 4 sockets had been used up. CA2 added to Cloak.
Thus, it can be safe to assume that either this is a hoax, or he used an exploit to accomplish it. I even used a Jedi to apply the second tape as you can see by my purple force bar. So save yourself the frustration and DO NOT try to stack tapes. They are not supposed to stack and anyone that accomplishes it is using an exploit to do so.

It is highly possible that this will only work with single mod CAs, you should have put the +2 tape in first or even find two +1s with only that ONE mod on them....if its a glitch than it will be a highly specific problem with the code...so it would have to be pretty exact
