No, in order for the items to show up, someone has to have had them up for sale (auction) at SOME point. It's like unlocking a slot. It won't show up on the bazaar/vendor until SOMONE puts one up for sale.
Here is what I do. I go to the bazaar. I click on vendor search and set it to galaxy-wide. I go to the weapons section. Now, I can click on polearms and find "wookiee heartlance" listed even if noone has one for sale. The item still shows up on the list. But if you look under "2-handed weapons" (or whatever the category is called) you do not see "Kashyyykian 2-handed sword" in the list.
I know two people who have found them on vendors. They found them just by browsing on someone's vendor and not by using the galaxy-wide browse. So, if you are correct about how things get in the list it should be showing up there because someone has sold one on their vendor at one time.
I have noticed other items that come and go from the list. Things like "a ceremonial chair" and "a ceremonial table". Sometimes they are listed under "Furniture" (whether one is up for sale or not) and sometimes they do not. There are lots and lots of things on the item list that are not available for sale. Just click around and you will find all sorts of them.
