Hehe same here. I remeber looting mine of a DJM that spawned west of Tyrena. Long before holo's and even before mounts etc. I originally thought it had something to do with unlocking as the old item description was something along the lines of an orb with mysterious power and couldn't be used at that time or something. Man was I wayyyy off
i have also looted 1 during a quest in mos espa about 9 months ago.
even some jedi's have been able to put 1 into there lightsaber hehe

Glowing Mystical Orbs were never given for Life Day, Life Day orbs were.
The original orbs were red and did not glow, after the missions on Tatooine were revamped they are a blue glowing object that looks like a Force Crystal.
Anyone can do the Valarian theme park if:
They have 250 or so Valarian faction and,
they are good enough at combat to equip an elite profession weapon. you often wont be granted a mission unless you are Novice or better in an Elite combat prof, and have a weapon equipped (TK can go barehanded).
You can get two of these per character, by completing the missions, then visiting the Planetary Record Keeper behind mos Eisley cantina, who will reset all your missions on Tatooine. Note: make an effort to do EVERY mission you want to before you visit the record keeper, then do them all again after. This allows you to get 2 of a lot of good things (Endor painting, Scythe Blade schema, Mystical Glowing Orb), but it won't reset the Jabba theme park, that is the exception.
