I did a good camping there and got lik 30 blue wires plus other junk but no heating element.

Get two missions in the same direction, then just kill the npcs, leave the base, and go back and forth between the two harvesting the npc.....waaay faster then waiting for 10-15 npc to respawn every so often in the bunker...hope this helps, and gl
Good tip. The only thing that doesn't have a completely crappy respawn-rate is the hooligans outside.
from what ive noticed, the hooligansare in sync with the rest of the spawn, there just staggered, like the smuggler spawns first, then the ruffians, then the pirates, then the hooligans.....only thing that sux is that there is only 3 hooligans per spawn, and for the whole base to go thru this cycle it takes like 5-10mins, with like a 5-10 min space between the first spawning npc and the last.
