I asked on the Test Center forum a few days ago (because those folks usually have a good handle on these things) and was told they haven't seen squat.

Where are the Publish 13 new static spawns?
I have been lookin on Rori and Talus for a week.
Is there a post someone can direct me to that has this information?
Or share stories where they might be?

i figured by new static spawns, they just meant more of the same.

It said specificaly in the patch notes, and on the startup screen that there was something new. More of the same? Wow, more reason not to EVER visit those two planets.

I may have found something related to this. On Talus, I found a small base that had imperial banners at it. There were rogue corsec agents in and around it. There was a tower called a "gate house" and a barbed fence and a power generator, all of which were attackable. I dropped them down to 0 condition but they did not go blow up. In fact, I could continue to attack them but nothing more happened to them. There appeared to be no controls like base shutdown terminals and the rogue corsecs seemed more than happy to let me shoot those items. There were no NPC's that I could converse with either. The attackable parts of the structure reminded me of how I think the honor spawn was supposed to work before it was removed, then revamped to the way we know it now. Nothing much more to say about what I saw there.

I found a static Crazed Genosian spawn on Yavin yesterday about 3k from the caves. Weird, yes. Static, yes. Loot, no.
