Can storm troopers be placed in a city hall for decoration? Or are they only personel that are in when you are?

If you place a set of ST armor in your building, that should do it.

If you're a merchant with enough skills, you can set a vendor with a storm trooper armor on it, but you'll lose the armor.

Unfortunately, this is currently broken at the moment. All of us merchants are hoping that this gets fixed soon

That would be an interesting faction reward, perhaps after doing certain quests or something. You're given some "guard ordered to defend you" by the NPC, but what they are are NPC faction decorations. They could just be a decorationthat you put in a building, and move around every so often (like a droid chassis), and could maybe say something every once in awhile. There could be an Imperial and Rebel version.

Not sure why this never struck me before, but this is really a great idea. Having stationary Stormtroopers and a Rebel equivlant (my choice would be the Rebel Troopers on theCorvette in ANH), perhaps bought with faction points from Recruiters? This would be very nice for those of us that would like to create a faction base in our houses, without having to take up Merchant when we have nothing to sell.

You can get a squad of Corsec Soldiers. Granted not stormtroopers, but hey, take what you can get. 
Oh just see the Event Coordinator at a hotel. Lots of fun!
