As previously stated....the Rangers aren't what you would call a difficult NS. Possibly for your current template, but overall, they are not.
There are a few thoughts I have had about the loot system.
One thought is to make the loot drop correspond with the skill level you are at, in combinationwith the creature you are killing. For example, I am 2/2/2/2 Swords lets say, and all of the NS are red as red can be on my radar. This will be a tough fight. Now, if you battle a Ranger for 15 minutes, you may get a nice crystal or a lance...nothing insane here..but level appropriate.
If I try to trick this system by engaging the NS with my VibroKnuckler equipped at 1/0/0/0 TKA, which would make the NS super tough, and then switching to my PH, with which I am a Master Swordsman....the loot table will adjust instantly.
From a programming standpoint, I'm sure this is very difficult, but any idea has to be better than a horribly skewed loot table that we seem to have...that changes with every single patch.

The proper tactic in your casewould be to call a stronger pet on the NS to pull aggro, and then hammer the thing as fast as possible. Try to drop it before it gets to you. Rifleman lack melee defenses, so adding the other templates listed will help. You could also try using Cover Shot(?), since I hear they don't aggro you unless you miss a bunch.
I would add some melee prof in there, call the pet on them, hammer with the rifle and then switch to you melee stack prof weapon when they get to melee range. Getting Brawler will also give you Intimidate 1..which you want for sure...throw that on them and it will reduce their damage output dramatically.
