I've searched the forums and have seen that you are supposed to get loot kits from Junk dealers. I have collected variuos pieces from npc i've killed and looted. I went to several junk dealers and I'm not sure how to get a kit. All the junk dealers will let me do is sell them things. Howcan I get a loot kit.

The actual Loot Kit is obtained from NPC Junk dealers in towns. They will give you a choice of what kit you wish to make. There are various kits:
Blue Rug
Orange Rug
Gong Kit
Naboo sculpture
Glass top table
(can't remember any more at the moment, if there are any lol).
Mobs drop pieces of the kit ie, rug thread sections, rug adhesive, patches and dyes - these are dropped into the relevant loot kit obtained from the afore mentioned junk dealers.
Adhesives sell for a high price due to the rarety of the drop for adhesives.
Once the kit is complete you will have the relevant object as mentioned above.

I have been gone for 9 months and now i see ppl selling "loot kits" but I have no idea what they are and no one will take the time to tell me.
Are they made, are they looted, are they used in crafting or are they decoration, do they give bonuses, do they decay???
What are they, please?!?!

Loot kits is to creat a objekt.
Like a rug.
you have to get a rug auto loom. and then get the parts and when you have put in all the parts you get a rug.

No bonus. just Decoration. And they can be wort quit mutch

I have a section of blue rug and some other strange thing I cant remember but they came from higher level mobs so i kept them. Are those "loot kits"?

If you examine the part it will state if it will be use in a auto craft kit.
if it dont say it, it problay is just a strange thing 
Only becuse it come from high lvl mobs it is no granty that it is a good thing or rare

I have all but one of the(common) parts for the Nabooian Sculpture, but Ive no idea how to put the thing together. I thought you went to a junk dealer, but Ive spoken to three and they dont have any options to do with loot kits, is there a specific NPC I have to talk to? If so, where is it?

Get the kit from the junk dealer. Drag and drop all the parts onto the kit. It will autoassemble.
There should be an option to the effect of things the junk dealer might be trying to get rid of. That is what you need to select.

WHICH junk dealer? Ive been to one in Kadaraa, one in Coronet and one in Mos Espa, none of them had any options at all other than the basic one.

there is no "basic" loot kit, follow his dialogue options and he'll give you the choice of which loot kit you want.

Try the one behind the theed cantina, he is under a tent. That is where I picked my loot kits up from.
