As much as I think it's one of the stupidest most materialistic company policies I've ever heard of, Hooters pays for implants and breast enhancements on some female employees. So, in essence, what your saying is not unheard of.
Aaaa! But but they hire someone to do the implants, they are not doing it themself! Thus merchants should hire IDers to do ID on Vendors
