He's got one of the new crafted engines that been bumped up in speed. Probably some of the best resources that have existed on the server and a booster of extream speed. And what ever TIE that has the most bonus to speed ratio.

You win all kinds of cookies, Kalano. In fact, this ship is nothing but an engine, a booster, a reactor, and a droid interface.. totally useless, in other words. I just wanted to see how fast I could get it to go.

The engine's a 119.2-speed level 9 and the booster's a 50.5-speed, also of level 9. That should be as fast as we can make em on Starsider, though I know other servers can do better--I've seen a shipwright named Fuss mention some 119.5-speeders he's built. So I bet somebody out there can crack 2180 if they wanted.

You really could put together a Vaksai that could handle those kinds of speeds, though. I think that took up about 75K of my Interceptor's mass, so another 75K on a Vaksai is enough for a level 10 gun and level 8 shield, with all the other necessities shoehorned in. In fact, if I were a privateer, I don't think I could resist a setup like that--sure, you couldn't turn that great, but you could do some pretty ridiculous jousting and strafing.
