To get a mind buff from a Master Musician (I've found that only Masters or Skilled Musicians will have these skills), /listen to them for about 15 minutes, then /stoplisten. You will have a buff. You must initiate the /stoplisten, though.

And as for gaining experience, I would just go to a cantina and ask politely if you can practice on someone. You will usually be able to find someone.
