Yeah I saw that too somewhere, it was some time ago though, and it was something along the lines of allowing players to distribute their currently spent skill points in whatever professions they want. You're not going nuts

Permanent blue frogs will never show up on Live servers.
When the combat revamp hits, the devs intend to allow a skill redistribution (I'd bet one-time only), since so much will be changing.

at certain times on Test Center servers, these blue frog statues called "Character Builders" appear.
From these statues you can pick up skill boxes without having the xp for it. you can also grab structure deeds, resources, weaponry, armor, ect. They are used in order to more efficiently test things. for example, if they made a change saying that Gorax's now drop "Gorax Pearls". so head to endor and make sure that they are dropping these pearls. well, since test center occasionally has all server info wiped, there is a good chance that there would be no one that could kill a Gorax. therefore, you can go to the blue frogs, get a buff from it, as well as the necessary skill boxes and tools needed to find and take down a Gorax.
