NDA? You have to be in alpha to have signed it. It doesnt apply to you, again, highlighting lack of comprehension.
The skill respec will be a one time chance to redistribute skill points, after the CU changes professions will chane to more specific roles, and in all probability certain current fotm builds will not be so effective.
They will therefore give everyone one shot at changing there build, for the jedi respec it was a menu box that popped up when you first logged in after the patch.
It has nothing to do with blue frogs.

NDA stands for "None Disclosure Agreement."
It's usually for betas, closed, not open. Players have to agree to it, and basically, it means they have to shut the hell up and not say anything about the game (gameplay, combat, interface, story, screenshots and movies, what have you) to anyone that is not a part of the active beta, or post it on public forums, websites, etc, etc.
If violated, you'll get your account shut down and sometimes worse.

I remember reading they will give players a one time free migration of combat skills after the combat nerf. I doubt the blue frogs would be used.
BTW, the blue frogs have been in live for a while, just not as almighty training frogs, but as stupid little stone statues.
