I think in your case you are getting both of the mods because those are already in the clothing. In my case its before the attachment has been dropped into the clothing, and an attachment can only have one of its mods stick.

I am wondering the same thing as this guy was, and it never got answered in this so-called ultimate guide. My armor attachment is:
Heavy Weapon Speed -4
Rifle Aiming +2
Two Handed Melee Speed +4
I'm lookin for the 2h melee speed. I'm wondering which one will stick, or if I'll have to get a +5 or -5 Heavy Weapon Speed to get the 2h Melee Speed to stick.
There is only ONE thing that this guide doesn't cover, and its my situation right here. If anyone has an experience with this type of problem please post on what you did to get your desired effect!

Thanks for the response. I have yet to drop this attachment into something but I have a feeling I will soon. Also, I have heard from several people in game that yes, the negative mod will not stick. I'll do my final experiment tonite and post the results.
PS: Who else is pissed you can't drop AA's into ubese shirts anymore?

Of course this is only two tests and some "rules" are random it would seem....YMMV....
This may be beatin on a dead horse...but I stuck that AA into a piece of armor tonite and it turned out just as everyone said it would on here. To everyone that helped me with that: thank you.

Therefore, in the first case, the numerical highest value is NOT -14 (contrary to your statement) lol - simple math says the highest numerical value is +12. In the second case, the +4 is most certainly numerically higher than the -4.
Not saying this to flame - just pointing out that, when you make comments like "this so-called ultimate guide" (apparently indicating you don't think it's that great), it doesn't make you look very good when this guide only assumes a basic understanding of elementary math.
This guide is excellent and, even though a couple of you don't think it answered this question, it did.

to be honest, when I read the phrase 'highest numerical value', i took that to mean the absolute value or modulus ie ignore the negitive sign. In which case '-14' equates to '14', and is higher numerically than '12'.
